China Association to Acting Consul-General Campbell.

Sir,

AS the Imperial Maritime Customs have undertaken the work of removing the

Hong Kong, October 11, 1904. barriers from the Canton River, and as it has been reported that their project does not erabrace the entire clearance of all these obstructions, this Committee would like to kuow to what extent it is proposed to carry out the provisions of Article V of the Mackay Treaty.

According to the advertisement inserted in the local papers calling for tenders for the work, it would seem that it is only intended to remove the central section of the Iron (Sha Lo Tib) Barrier.

The Committee would therefore be glad if you will kindly apply to the Imperial Maritime Customs for details of the scheme, in order that they may be placed in a posi- tion to judge of the effectiveness of the proposed clearance, so far as the unobstructed navigation of the river is concerned,

WITH reference to your letter of the 11th October, I beg to inclose, for the information of the China Association, a copy of a letter which has been sent to me by the Commissioner of Customs, forwarding a Memorandum drawn up by Mr. W. F. Tyler, Coast Inspector of the Chinese Imperial Maritime Customs, with regard to the work at present in progress for the removal of the barriers in the Canton River.

The contents of Mr. Tyler's Memorandum will be considered by the British autho- nities concerned. In the meantime I should mention that it is not intended by Mr. Tyler that the works mentioned in his Memorandum are necessarily to be Booked upon as a final treatment of the barrier question.

The nine plans accompanying Mr. Tyler's Memorandum have been sent to the Colonial Secretary in Hong Kong, and I would suggest an application to him as your most convenient course for obtaining information in regard to them.

WITH reference to my despatch of the 20th August, I have the honour to inclose a copy of a letter received from the Commissioner of Customs at Canton, transmitting Memorandum drawn up by Mr. W. F. Tyler, Coast Inspector of the Imperial Maritime Customs, who is superintending the works at present in progress for the removal of the barriers in the Canton River,

The scope of these works, which are not necessarily to be considered in any way final, is indicated in the Memorandum and accompanying plans. It is important that technical opinions on the works now undertaken should be obtained from qualified persons, and the removal of the barriers being a matter of immediate consequence to the Colony of Hong Kong, it occurs to me that you may be able to submit Mr. Tyler's Memoranduni and plans to an official expert forthwith.

I understand that the opinion of Mr. J. L. Houston, the engineer who is super- intending the extension of the Naval Yard at Hong Kong, would be valuable, and, unless you see objection, I would suggest that the Memorandum and plans might be submitted to him as well as to the Colony's expert.
